To: Chester County Tax Collection Committee Members and Delegates
On behalf of the Chester County Tax Collection Committee (CCTCC) Management Committee, I am pleased to inform you that the CCTCC has entered into a new five-year agreement with Keystone Collections Group for tax collection services. The agreement was reached in advance of the expiration of our current agreement with Keystone Collections Group on December 31, 2019 and after considering proposals from other tax collectors. Attached for your use and information is a copy of the executed agreement as well as an analysis of the estimated annual savings for the CCTCC members. Highlights of the agreement include:
1. A five-year agreement starting with the 2020 tax year.
2. A decrease in the commission rate from 1.30% to 1.25% of collections.
3. A decrease in the commission rate in final year of the current contract from 1.30% to 1.25% retroactive to July 1, 2018. Members will see an adjustment in November 2018 the remittances
from Keystone Collections to reflect this reduction in fees.
4. No fees for the CCTCC members for collection of delinquent taxes.
5. No additional costs for the annual SOC1 audit and bonding requirements.
The new agreement will save CCTCC members approximately $100,000 per year while ensuring continuity and quality of services of tax collection services for the near future. The CCTCC Management Committee is to be commended for their proactive leadership and oversight of over $200,000,000 annually in earned income and local service taxes under Act 32.
